Retargeting usually delivers the best ROAS in an account — until the audience gets too small to spend efficiently against, and the algorithm starts showing the same ad to the same 200 people all week.

Signs Your Retargeting Pool Has Shrunk Too Far

How to Rebuild Retargeting Reach

  1. Widen the window — instead of only 7-day website visitors, layer in 30/60/90-day windows as separate audiences
  2. Include engagement-based audiences: people who interacted with your Instagram/Facebook page or watched a video, not just website visitors
  3. Feed in email list and CRM contact uploads as a custom audience for retargeting outside the pixel
  4. Set frequency caps manually if the platform’s automatic delivery isn’t respecting a reasonable ceiling

Retargeting isn’t “set and forget” — the pool needs active management as your top-of-funnel traffic volume changes.
